The identity numbers this page generates match the documented digit pattern so that form validation can be tested. They are not issued numbers, they correspond to no person, and they will not resolve against any authority.
The generator draws from these cities. Each is paired with the province it is actually in, and with the postal code prefix that area really uses — so a generated record is internally consistent rather than three unrelated values stuck together.

South Africa assigns separate codes for street delivery and for PO Box delivery within the same area. A suburb will legitimately have one code for physical addresses and another for boxes, which looks like a data error to anyone unfamiliar with the system.
Rather a lot: date of birth in the first six digits, sex in the next four (below 5000 female, above male), citizenship status, a legacy digit, and a Luhn check digit. Because date of birth and sex are both derivable, it is treated as sensitive personal information under POPIA.
Not for domestic mail. The suburb and four-digit postal code are sufficient for the Post Office, and South African addresses conventionally omit the province. International mail sometimes adds it for clarity.
Store them as UTF-8 and do not strip diacritics. South African place and street names draw on eleven official languages, and names carrying characters outside plain ASCII are ordinary rather than exceptional.
