The identity numbers this page generates match the documented digit pattern so that form validation can be tested. They are not issued numbers, they correspond to no person, and they will not resolve against any authority.
The generator draws from these cities. Each is paired with the states and union territorie it is actually in, and with the PIN code prefix that area really uses — so a generated record is internally consistent rather than three unrelated values stuck together.

The first digit is one of nine zones, with 9 reserved for the Army Postal Service. The first two narrow to a sub-zone, the first three to a sorting district, and the last three name a specific post office. So 400050 is western zone, Maharashtra sub-zone, Mumbai sorting district, Bandra West post office.
Because locality, sub-locality and landmark are all genuinely used. Buildings are often identified by name rather than number, and "near" a landmark is common in real addresses. An address form with two fixed street lines will not hold a typical Indian address.
They match the twelve-digit format and the rule against leading 0 or 1. If your validation implements the Verhoeff checksum, generate a batch and filter for the ones that pass, or compute the check digit in your own fixture code.
Only for format validation. They follow the ten-digit rule starting 6 to 9, so they pass client-side checks, but they are not live connections and no OTP will ever arrive.
